4th Air Force
The 4th Air Force is all about transportation. It's units consist of both heater transports and strategic transports, as well as aerial tankers to extend the range of the aircraft and provide greater movement capability.
The wings and squadrons of 4th Air Force are perhaps the busiest in the military. Like other units, 4th Air Force must continuously train for war, which requires constant attention. But they also have real world missions to move personnel, supplies, and equipment all over the globe. This makes 4th Air Force the most "in demand" unit in the ROD.
